Bio

Elaine Luc is an energy economist with applied expertise in the application of data analytics and optimisation modelling to elicit insights as to the dynamics of electricity generation, storage, transmission and distribution in the east-coast jurisdictions of Australia.

As a lead energy market modeller at HoustonKemp, Elaine has played a key role in the economic modelling of electricity investments in the National Energy Market (NEM) to support policy advice in relation to the implications of the transition to renewable resources in the energy sector. Her analyses have been used to inform:

• the economic benefits of existing and proposed large-scale transmission projects across the NEM;
• the economic opportunities of battery and pumped hydro energy systems by virtue of their provision of firming capacity and contributing to meeting renewable energy targets; and
• the assessment of new markets for frequency control and system strength services that have became increasingly crucial to ensure security of the power system as more solar and wind generation capacity is built in the NEM.
